How to read Aakalan

The rules behind money, status, responsibility and evidence.

Evidence before inference

Important facts retain their source, confidence, observation date and interpretation notes. Unknowns remain visible.

Financial stages stay separate

Budget provision, sanctions, release, tender value, awarded value, expenditure and audited expenditure are not interchangeable.

Offices are stable entities

People are represented through effective-dated postings. An office does not become a different entity when the officeholder changes.

Navigation is not law

The government structure helps users browse responsibility and delivery. It is not presented as a complete legal reporting hierarchy.

Attention is a data state

Missing, stale, conflicting or incomplete information is flagged without corruption allegations or automated risk scores.

Coverage is explicit

Statewide navigation can exist before detailed evidence. Unpopulated branches say Coverage pending.

Ratings and project status

Completed

A completion date is recorded.

Late

Not completed, and the planned finish has passed, or the office's latest finish estimate is after the planned finish, or the planned start has passed with no start recorded. A late work that has not started is shown in red.

On time

Started or not yet due to start, and none of the late conditions apply.

Dates not public

No planned dates are available, so we do not say whether it is on time. Most official tender records are in this state today.

Progress updates

The office should update a work weekly if it runs up to 2 months, monthly up to 8 months, and quarterly beyond. An update older than that is listed under Needs attention.

Projects rating

Out of 5: the share of projects with known dates that are completed or on time, multiplied by 5. Projects without public dates are left out, not counted against anyone.

Citizen charter, schools, colleges

Not collected yet, so not rated. Sample ratings appear only when sample data is switched on.

Overall rating

The average of the areas that have a rating. The number of areas used is always shown.

Sample data

Made-up works that show the flow. Every one is marked Sample, never linked to a named officer, and hidden unless sample data is switched on.

Officers

Names come from official Tamil Nadu government pages, with the source link and the date checked. District in-charge ministers come from a news report of the official announcement, and say so. Responsibility is shown by post, not as a claim about any person.

Project checklist

Each work has a short checklist. A step is done on a date, or not done. Green means done. Yellow means not done and not yet due. Red means not done and past its due date. When a step is late, every later step and the finish move back by the same days. The project is red if any step is red, and green when all are done.

The time limits come from the CPWD rules. These are central rules, so we use them as the benchmark, not as a Tamil Nadu rule. Where the limit is our own reading, it says Aakalan rule. Sample works show sample checkpoints. Real works show none until the office records them.
